It sounds like you have a solids suspension problem and not a viscous mixing problem.
That also makes me think you viscosities are false. Viscosities of suspensions are easy to get wrong. Materials at 2000 cps do not settle and are usually uniform.
I suggest you consider it as a solids suspension problem and that requires baffles and down pumping impellers and probably two of them as others have suggested.
Solving vacuum mixing problems is like the old detective shows. It requires a lot of questions and answers often aimed at defining the problem in the nomenclature of mixing machines.
